Buying a home in Limassol from Israel: how it actually works

Limassol is closer to Tel Aviv than Eilat is. The flight takes about fifty minutes, there are several a day, and the city that meets you on arrival is a Mediterranean one: sea, promenade, business district, schools. That proximity is why Israeli buyers have been part of the Limassol market for decades — some for a holiday home they can reach on a Friday afternoon, some for relocation, some purely as a euro-denominated investment.
The legal frame, without the mystery
Israel is not an EU member, so an Israeli buyer needs permission from Cyprus's Council of Ministers to take final title to immovable property. In practice this is an administrative filing handled by your lawyer after the contract is signed; approval is routinely granted for a residence bought in good faith, and it does not delay signing, paying, or moving in. The general rule allows one property for personal use.
The contract of sale is deposited at the Land Registry, which protects the buyer with the remedy of specific performance — the seller cannot sell the same unit twice or walk away from a deposited contract. This is the standard protection for off-plan purchases in Cyprus, and it applies to foreign buyers exactly as to Cypriots.
Money, taxes, and what surprises people
Cyprus has no annual immovable-property tax and no inheritance tax. A new property carries VAT instead of transfer fees; a reduced VAT rate exists for a primary residence, subject to conditions that change from time to time — your lawyer will confirm the current ones. Rental income earned in Cyprus is taxable in Cyprus.

Doing it remotely
Most of our Israeli buyers see the building once, sometimes not at all before completion. Video viewings, floor plans and live availability from our own sales records, a Cyprus lawyer acting under power of attorney, and bank transfers through the normal channels — the process is built for distance. When you do fly in, a viewing takes an afternoon, in English or Russian as you prefer.
