Can foreigners buy property in Cyprus?

Yes. Cyprus is one of the more straightforward European countries for foreign buyers, and Limassol in particular has decades of practice with international purchasers. The rules differ slightly depending on your citizenship.

EU citizens

Citizens of EU member states buy property in Cyprus with no restrictions, exactly like a Cypriot buyer. No permission is required and there is no limit on the number of properties.

Non-EU citizens

Non-EU buyers need permission from the Council of Ministers to acquire immovable property. In practice this is an administrative step handled after you sign the contract of sale: the application is filed, the purchase proceeds, and approval is routinely granted for a residence bought in good faith. The general rule limits a non-EU buyer to one property intended for personal use, whether an apartment, a house or a plot.

The permission requirement does not stop you from signing a contract, paying, and taking possession. It is needed before the title deed is finally transferred into your name.

The practical steps

A typical purchase runs like this. You reserve the property and agree terms. You engage an independent lawyer, which we strongly recommend and which costs little relative to the purchase. You sign the contract of sale, and your lawyer deposits it at the Land Registry. That deposit protects your rights as buyer under Cyprus's specific performance law, even before title transfers. You pay according to the agreed schedule, and finally the title deed is transferred.

New-build properties in Cyprus carry VAT, and a reduced VAT rate exists for a buyer's primary residence, subject to size and value conditions your lawyer will confirm against the current rules. Resale properties carry transfer fees instead. Budget separately for stamp duty and legal fees.
